Dr. Raymond Omollo is the Principal Secretary in the State Department for Internal Security and National Administration, where he is responsible for implementing Kenya's security policies and coordinating intergovernmental programs.

With a background in statistics, Dr. Omollo has a distinguished 21-year career that spans both the private and public sectors having worked as a research fellow, adjunct lecturer and examiner at the University of Nairobi, Strathmore University and the University of Witwatersrand in South Africa. Dr. Omollo has also collaborated on data management with organizations such as the World Health Organisation (WHO), the Food and Agricultural Organisation (FAO), the African Medical and Research Foundation (AMREF), Drugs for Neglected Diseases Initiative (DNDI Africa), Hoffman-La Roche and the Kings College, London.

Before his current role, he served in various capacities within the Kenya Government, including as the Managing Director of the Lake Basin Development Authority (LBDA), a state corporation under the Ministry of East African Community and Regional Development, which equipped him with a deep understanding of governance, administration, and the interplay between development and security issues.

Under Dr. Omollo's leadership, the Internal Security and National Administration State Department has been proactive in addressing contemporary security challenges, including crime research, police reforms, peacebuilding, cybersecurity, maritime security, border control, terrorism and transnational organized crime with efforts focused on creating a secure and peaceful environment that supports Kenya's development and prosperity.

Dr. Omollo is an alumnus of the University of Nairobi and holds a Bachelor of Science degree in Statistics, a Masters of Science in Applied Statistics from the same institution and a Doctorate in Applied Statistics (PhD) from Maseno University.

Office of the Principal Secretary

The Office of Principal Secretary is provided under Article 155(2) of the Constitution. The Principal Secretary is responsible to the Cabinet Secretary, for overall strategic leadership and management of the functions of the State Department.

The specific functions of the Office of Principal Secretary are to:-

  1. Be the Accounting and Authorized Officer of the State Department;
  2. Provide policy and strategic direction to the State Department and strengthen institutions within the State Department to effectively operationalize their mandate;
  3. Render informed and impartial advice to the Cabinet Secretary that is consistent with the functions and responsibilities of the Cabinet Secretary in order to enhance efficiency and collective responsibility;
  4. Oversee the preparation of Cabinet Memoranda, Sessional Papers and other policy issues emanating from the Cabinet, National Assembly, Senate or any other fora;
  5. Prepare responses to questions touching on the State Department for Cabinet Secretary to respond to the National Assembly and Senate;
  6. Be responsible for the efficient delivery of the public resources that have been lawfully assigned to the State Department;
  7. In-charge of the public resources, both human and material earmarked by the Government for utilization in specified areas to maximize benefits to the people of Kenya;
  8. Ensure prudent and efficient control over the utilization and management of public resources, notably funds voted for by Parliament;
  9. Ensure all public officers in the State Department demonstrate and uphold high levels of integrity and ethical conduct in accordance with guidelines on governing responsibility issued by the Government; and
  10. Execute policy decisions and other matters over which public accountability is placed on him/her.
