Secretary, Border Management Secretariat

The Border Management Secretariat (BMS) was established through the enactment of Section (75) of the Security Laws (Amendment) Act, 2014, to provide oversight and policy direction in border management and coordinate the activities of all border agencies.

Functions

  • Coordinate the development, implementation and review of policies, guidelines, programs, strategies, legislations, regulations, plans, standards, norms and frameworks on border management;
  • Oversee and coordinate operations of Border Management Committees on Land, Air and Maritime Ports of Entry and Exit (PoE);
  • Coordinate the development and implementation of integrated border management programmes;
  • Oversee identification and mapping of viable Ports of Entry and Exit;
  • Coordinate risks, threats and vulnerability assessments at border ports;
  • Spearhead development, maintenance and updating knowledge management repositories on border management to facilitate information sharing;
  • Co-ordinate implementation, monitoring and evaluation of border management programs and projects;
  • Establish linkages and collaborations with relevant development partners and stakeholders in border management;
  • Spearhead implementation of a national awareness and sensitization programmes on border management operations;
  • Arbitrate and mediate disputes and conflicts in border management and resource distribution within border ports;
  • Coordinate research, documentation and innovation on border management matters;
  • Oversee implementation of border related multi-agency Memoranda of Understanding (MoUs), Agreements and legal instruments;
  • Coordinate multi-agency initiatives on technology and cyber security on border management;
  • Oversee customer satisfaction survey, risks and vulnerability assessment on border management matters; and
  • Spearhead Business Process Re-engineering in the Directorate.
