Hon. Prof. Kithure Kindiki, E.G.H.

Cabinet Secretary, Ministry of Interior and National Administration

Hon. Prof. Kithure Kindiki is the Cabinet Secretary in the Ministry of Interior and National Administration with the role of developing and implementing policies related to security and national administration, overseeing administrative functions, managing resources effectively, and participating in the legislative process by drafting and submitting policy positions on security and national administration. As the chief spokesperson for the ministry, the Cabinet Secretary communicates government policies and decisions on security and national administration to the public and contributes his expertise in Cabinet to guide national governance and strategic decision-making.

Cabinet Secretary Kindiki served as the Senator for Tharaka Nithi County for a decade, in the course of which he also served as the Senate Deputy Speaker and Senate Majority Leader.

The distinguished Professor of Law, with a career spanning 24 years, has previously consulted for international organizations such as the Worls Trade Organization, the African Union, the Intergovernmental Authority on Development, the United Nations and UN specialized agencies such as the United Nations High Commissioner for Refugees and United Nations Development Programme, and practiced Defense Counsel at the International Criminal Court at the Hague. Hon. Kinidiki previously taught law at Moi University and the University of Nairobi, School of Law and is a prolific author.

Hon. Prof. Kithure Kindiki, holds a Bachelor of Laws (LL.B) degree from Moi University, a Postgraduate Diploma in Law from Kenya School of Law, a Masters of Law (LL.M) degree, and a Doctorate in International Law (PhD Int.Law) from the University of Pretoria in South Africa.

Office of the Cabinet Secretary

The Cabinet Secretary is accountable individually and collectively, to the President for the exercise of their powers and the performance of their functions concerning a matter for which the Cabinet Secretary is responsible.

The functions of the Cabinet Secretary entail:

  • Provide policy and strategic direction to the Ministry and strengthening institutions to effectively operationalize their mandate; 
  • Formulate, present and articulate Cabinet Memoranda, Sessional Papers and other policy issues emanating from the State Department to the Cabinet, National Assembly, Senate or any other fora;
  • Provide parliament with full and regular reports concerning matters under his/her control;
  • Respond to questions touching on the State Department to the National Assembly and Senate committees; and
  • Appoint Board Member of Public Institutions falling under his/her State Department in accordance with the respective statutes.
