Secretary, Internal Security

 

The Directorate is responsible to the Principal Secretary for the overall coordination and management of Internal Security and Operations Function.

Functions

  • Coordinate the development, implementation and review of policies, guidelines, strategies, legislations, regulations, plans, standards, norms and frameworks on internal security and operations matters;
  • Oversee identification and implementation of interventions to address emerging security challenges;
  • Coordinate compilation, implementation and reporting of security related Presidential Directives;
  • Establish linkages and collaboration with relevant development partners for effective safety and security;
  • Coordinate the protection and management of national and international boundaries;
  • Oversee operations of Security Committees;
  • Coordinate multi-agency committees on internal, cross-border security and operations;
  • Coordinate the control and management of small arms and light weapons;
  • Oversee the regulation and management of civilian firearms;
  • Oversee security clearance for flights engaged in humanitarian services over the Kenyan airspace in collaboration with relevant stakeholders;
  • Coordinate the security of critical infrastructure and installations in protected areas;
  • Coordinate multi-agency initiatives on technology and cyber security;
  • Coordinate research, documentation and innovation on security and operations matters;
  • Spearhead development, maintenance and updating knowledge management repositories on internal security and operations matters;
  • Oversee customer satisfaction survey, risks, vulnerability and security assessment; 
  • Arbitrate and mediate security related disputes and complaints; 
  • Coordinate security related matters with regard to national, regional and international forums and conferences within the Country;
  • Coordinate identification, mapping and maintenance of security roads, airstrips and landing sites;
  • Establish and maintain national database of security and operations;
  • Coordinate the assessment of status of security roads, airstrips and landing sites;
  • Spearhead implementation of a national awareness and sensitization programmes on internal security and operations;
  • Oversee implementation of bilateral and multi-lateral security initiatives within the region and internationally;
  • Oversee implementation of security related multi-lateral Memoranda of Understanding (MoUs), Agreements and legal instruments; and
  • Spearhead Business Process Re-engineering in the Directorate.
