PS Dr. Raymond Omollo, leading the National Disaster Operations Center (NDOC) within the State Department for Internal Security and National Administration, convened a consultative retreat on the National Disaster Risk Management (DRM) Bill with the National Assembly Committee on Regional Development, attended by its members and Vice Chair, Hon. Mary Wamaua.
The Bill aims to establish a National framework for coordinating disaster responses and solidifying the roles of involved institutions based on their functionalities.
Given the distribution of disaster management functions between the National and County Governments as stipulated by the Kenya Constitution, the bill necessitates bicameral support from both the National Assembly and the Senate.
The retreat was also attended by Hon. Opiyo Wandayi, Leader of Minority; Hon. Owen Baya, Deputy Leader of Majority; Mr. Anthony Ngororano, UNDP Kenya Resident Representative and Mr. Murgor Peter, Manager Kenya RedCross.
