The Government has recruited 13,860 new officers comprising of 10,000 Police Constables and 3,860 Prison Constables in a move to address personnel gaps, reduce workloads, and enhance security presence across the country. Speaking during the meeting at the Serena Hotel in Nairobi, Internal Security and National Administration Principal Secretary, Dr. Raymond Omollo, confirmed that the massive recruitment is part of a deliberate shift to strengthen capacity, improve welfare, and modernize the National Police Service (NPS), Kenya Prisons Service (KPS), and National Youth Service (NYS).

​To make the services more competitive, the Government is rolling out the most extensive salary review in the history of the disciplined services, featuring a pay increase of up to 40% over two years. Having successfully completed Phases I and II, the final phase is scheduled to take effect in July 2026, significantly boosting the earnings of officers and addressing long-standing wage gaps.

​Welfare reforms have been expanded to include enhanced risk and hardship allowances, alongside a transition to the Social Health Authority (SHA) for broader medical coverage. To solve institutional housing challenges, an ongoing housing programme has already delivered 5,000 units out of a projected target of 28,000 units.

​Complementing these welfare gains are key legislative and structural reforms aimed at strengthening accountability and professionalism. The Ministry is heavily investing in modern equipment, digitized communication systems, and automated human resource processes to build a more efficient, well-equipped, and people-centered security service for all Kenyans.
